Introduction
Malnutrition remains a critical challenge to Sri Lanka’s social and economic development, driven by complex factors that extend far beyond the health sector. In response, Sri Lanka adopted a multi-sectoral approach to nutrition under Presidential leadership in 2013, establishing the Multi-Sectoral Action Plan for Nutrition (MSAPN) as the national framework for coordinated action.
MSAPN brings together government ministries, provincial and local authorities, development partners, civil society, academia, the private sector, and communities to address the root causes of malnutrition through integrated and evidence-based interventions. While earlier phases of MSAPN elevated nutrition as a national priority, progress was disrupted by the COVID-19 pandemic and the economic crisis, underscoring the need for renewed coordination and strengthened implementation.
Aligned with the National Nutrition Policy 2021–2030 and Sri Lanka’s engagement in the Scaling Up Nutrition (SUN) Movement, the MSAPN 2025–2030 strengthens governance, accountability, and convergence across sectors and administrative levels. Through a results-based framework, digital monitoring, and community engagement, MSAPN aims to improve food security, enhance nutrition outcomes, and ensure equitable access to safe, affordable, and nutritious food for all Sri Lankans.
